edgeuno-bue (200.25.62.68) unreachable for ~33s every ~15 min, confirmed from 10 Argentine networks

Since early September, and much more often since Oct 5, the edgeuno-bue PoP (200.25.62.68) becomes completely unreachable (ICMP, TCP/443 and UDP/53) for about 33 seconds, roughly every 15 minutes. The other Buenos Aires PoP, anexia-bue (217.146.28.67), stays up the whole time.
It is not my ISP. During one outage I ran globalping from 10 probes on 9 different Argentine networks plus one Movistar probe. All of them lost 100% to 200.25.62.68, while the same probes reached anexia-bue with 0% loss:

- 9 seconds later, still 100% loss: 2bojwAzNePCdTSTWw00021HpI

Outage windows measured from Movistar (AS22927) on 2026-10-09, in UTC:
- 18:18:47 - 18:19:19
- 18:34:40 - 18:35:13
- 18:48:46 - (confirmed by globalping)
- 20:33:29 - 20:34:02
- 22:50:12 - 22:50:45
During those windows, pings to anexia-bue, 1.1.1.1 and my ISP gateway had zero loss. DoH latency to edgeuno-bue starts degrading about 15 s before ICMP is lost.
From Movistar, the anycast address 45.90.28.0 also lands on edgeuno-bue (dns.nextdns.io/info returns "pop": "edgeuno-bue"), so anycast primary users get the same outages.
Impact: MikroTik RouterOS DoH has no fallback, so every outage returns SERVFAIL to the whole LAN. Tailscale with NextDNS as global resolver loses DNS for 1-3 minutes per outage.

The regularity (every ~15 min, always ~33 s) suggests something periodic, such as a session flap or a scheduled job, rather than congestion. As a workaround I pinned dns.nextdns.io to anexia-bue.
Could you please check edgeuno-bue and the 45.90.28.0 announcement toward it, and take it out of steering while it keeps flapping?
