new domains get resolved only from 2nd try sometimes

both in browser and in cmd.exe
I try to open a site - it says "site not found", I click "try again" and it opens

screen attached, see - I tried to resolve dns.nextdns.io and it failed, then tried again and it worked, in web dns logs I see both requests as done fine
