I had assumed that the two Anycast routings to India and Melbourne were an issue, because it seemed to me that the Anycast IP addresses were needed to resolve the steering DoH, DoT, etc.

Loh no, they are only needed if you are using UDP/TCP DNS53 or DoT with a bootstrap address.
