"Goodbye Ads" and "StevenBlack" block Google RCS and Youtube Search History.
I have finally discovered the source of my issue and it is embarrassing. The "Goodbye Ads" blocklist in NextDNS was the culprit. it was blocking these important domains, which makes rcs unable to recieve unless messages is opened.
instantmessaging-pa-jms-us.googleapis.com
mobileconfiguration-pa.googleapis.com
and xiaomi has a couple of extras too.
resolver.msg.global.xiaomi.net
after unblocking these my issue has been fixed.
On a Sidenote, removal of "StevenBlack" and "Goodbye Ads" sources as it seems you cannot selectively unblock needed sources for YouTube search history from them which are
firebaseinstallations.googleapis.com
please allow better management of allowlist so we can allow sources through completely.

So it seems adding these settings fixes the whitelist issue but im unsure which ones actually make allowlist work again...
