Surf websites using IP address

If I block

https://www.google.com/search?q=google, www.google.com

Then it is blocked and user can't go to this website

But he can by typing it's ip address 172.217.6.36.

    The purpose of a DNS is to translate a URL, a domain name, into an ip address, if google.com is blocked, then the user cannot know the ip address of the blocked site. Unless he knows it by heart

      DuKe no.  If you want to block IP addresses you need a firewall
