Website Gosuslugi.ru blocking

Hello. Strange situation found me. Government website Gosuslugi_ru, blocked by yours DNS servers in Moscow, Russia. Both servers, Anexia and Misaka blocked this website. Can you answer please, why? When I'm make a checking with your other DNS server (Anexia in Frankfurt), there problem I'm not found with opening this website.
