Issues routing to dns1

I've been having on-again-off-again issues reaching the primary anycast server on the 45.90.28.0 subnet from my home ISP. If I route traffic over a VPN, things work as expected. Things seem to be dropping in Chicago at Level3 (CHOOPA-LLC.ear4.Chicago2.Level3.net)

    Some interesting `mtr` results. It hung for a while at that level3 node I mentioned above, and eventually started getting further

      And `mtr` for the 45.90.30.0 subnet, which looks as expected
