specific profile - all devices using it have issues: nextdns server 45.90.28.173/ 45.90.30.173 having issue?

I have 4 next dns profiles.   Looking at the profiles/settings, all 4 have unique IP's for the DNS servers.  3 of the profiles are fine.  one of them started acting up last night.

when I look at the one "acting up"  they have the IP's 45.90.28.173/ 45.90.30.173

if I change the profile,  the device works fine.

change back the profile and issues again.

when I look at the logs on the profile with issue,  almost nothing is hitting nextdns

so,  are there issues with those two IP's?
