Parental Controls - unclear what is blocked/not blocked

Hi! I'd like to discuss that this page isn't clear to me on if each item is blocked, or not blocked:

The 'red' makes it look like Facebook here is blocked; but they grey out suggests that 'TikTok is disabled', so maybe the blue marker means 'permitted'.; e.g., here Facebook is "on" but Tinder is "off" -> so can use Facebook but can't use Tinder.
