Serve expired records

Serve expired records from the cache, when DNS records cannot be resolved, like what happened yesterday with facebook.

This is already the case for a limited duration, but that wouldn't have saved Facebook. It was not only a DNS issue.

  NextDNS okay yeah, i think it was a BGP issue mainly (as far as I know) which also affected DNS (read it on cloudflare blog just now)

  NextDNS So just extend the duration for as long DNS resolution is not working.
