how to fix configuration iD and prevent any one from modyfing it because i really wanna build a shield from bad content +18 stuff games and bad things and i can really change the config id then use and reach whatever i want

Unless you give a user your login credentials, they cannot make changes to your configuration ID with just the client app.
If you're asking if someone could merely enter a random Config ID in their client, well the odds of finding a valid one are just about zero.

AFAIK even if you lock the config in the Windows client app, the browser's DoH setting will ignore it.
