Next dns plain dns are legacy dns ?

And also using legacy dns in router is safe or not ?

    Yes, they're "legacy" (I dislike this term, unencrypted DNS is still going to be used and deployed by new services and devices long after we all die). With unencrypted DNS your ISP can read and modify the queries and answer, but note that even with encrypted DNS (DoH, DoT, DoQ), your ISP can still see what domain you're trying to visit through SNI (and log or block it if they want) unless the domain already implement ECH.
