Social Media being blocked when it's not blocked

I have allowed Facebook and Instagram incase people need it on my network

 

But when I go to Instagram page, the site does not load fully, and Facebook does the same, is there something I am doing wrong?

    I want to make sure that Instagram and Facebook are exempted from block since some people wish to use it, would be okay with using it

     

    But the loading of both these pages don't seem to load fully
