Widespread False Positives: "Residential Hosting" blocking critical public services and government infra in Thailand

I would like to report widespread false positive issues regarding the "Residential Hosting" (Early Access) security feature in Thailand.

In Thailand, a significant portion of official public infrastructure including government departments, public disaster monitoring, municipalities, and state universities operates on-premises servers directly routed through state enterprise ISP IP pools (primarily National Telecom / NT, formerly TOT and CAT Telecom). Global IP intelligence feeds frequently misclassify these institutional IP subnets as dynamic/consumer residential pools.

As a result, critical daily-use public services and mobile backends are persistently blocked:

1. National Hydro-Informatics / Weather & Disaster Monitoring:

• twa-api-mobile.thaiwater.net (Backend API for ThaiWater mobile application / National Hydroinformatics Data Center)
• weather.tmd.go.th (Thai Meteorological Department weather radar and forecasts)

2. Public Administration & Local Government (*.go.th):

• Multiple provincial administration websites, municipal portals, and local health office services using NT/TOT leased lines.

3. Education & Research Networks (*.ac.th):

• Several regional university portals and library repositories hosted locally on campus networks.

Suggestion: Could you please adjust the heuristic logic or create an exception mechanism so that:

1. Official second-level government domains (*.go.th) and educational domains (*.ac.th) are automatically exempted from the Residential Hosting block.
2. Known ASN subnets belonging to Thai state telecom enterprise infrastructure (NT Public Company Limited / AS38082, AS23855, AS9834) are re-evaluated to avoid blanket residential classification.
