Fix for DNS Payload Delivery spam idea

When a domain is blocked it should bypass just the setting DNS Payload Delivery to stop it from spamming. 

For context i use nextdns on my router and have 7 people on my wifi. So I have lot of blocked domains and it fills up in the logs and makes it harder to find a false positive.
