No internet / slow page loads

I'm having page loading issues and DNS resolution issues. Unable to run the diag tool since it keeps warning about a virus and Chrome automatically deletes it. It seems fine using the server on the phone but on my home network it is just unusable. As soon as I change the dns to quad9 or Google I don't have any issues. In case it matters I am on a paid plan.
