I think it's a mistake, because I didn't see any ads after whitelisting it. And the site, first blocked, now I can use it

    It's not used for ads, it's part of Google Analytics so it's blocked as a tracker.

    If you look at blocked queries you can hover over the red info icon to see what list was responsible.

     

    Some websites might break if it's blocked but this is rare and if this is the case then whitelisting it is fine but it's not being blocked by mistake.

      As William Foster said, it's a tracker, used on Google Shopping ads mostly, the url includes tracking headers, so Google gets to know what ads are visited in hopes of optimizing their Ad service. It's your choice of extra privacy or extra convince.
