Create options to increase Cache Boost

I'd like to have options for Cache Boost, which sets a minimum limit on record TTL to maximize client cache for dynamic records.

TTL is 5 minutes with Cache Boost enabled. I'd like to have an option for 3600s (60min). But we could introduce options such as:

• 5 min / 300s (what we're using now)
• 15 min / 900s
• 30 min / 1800s
• 60 min / 3600s
