Desperate to stop AI roll play chat bots

My 12 year old daughter found Talkie AI, Polybuzz, and Character AI and became quite addicted before I even knew she had happened upon them. I control her phone with Google family link and it is as restricted as you could get and still allow some Internet, but somehow these demon spawn apps continue to bypass me and get back on her phone or other devices. I have done EVERYTHING on each device possible and still they come back. Google suggested this service and I was ecstatic because I thought there is zero way she or it will get past this and be clever enough to even know if it's existence, but this morning I see that they are back. I went to the next dns blocked apps and sites page and all of the ones I manual entered are GONE. How does this happen?!?!? HELP! I want her to have her phone for safety purposes as a friend takes her to school, and she has after school activities, but I've been BEYOND patient and forgiving and I just want to throw the phone in a lake at this point!
