Apple configuration profile

If I install Apple configuration profile and enter say Configuration ID (say 111), can user change Configuration ID (to say 222) to circumvent site restrictions set up at NextDNS?

    Once the profile has been installed it can’t be changed. It can however be removed/disabled.

       If user remove Configuration profile (ID 111) and install a new Configuration profile (ID 222) on Mac device, can that Mac device use the same wifi network without subjecting itself to previous restrictions?

       Short answer, yes. 
      Profiles are not really any good for parental control.
