Add the ability to move and change the order of rules in Allowlist and Denylist

After adding rules to Allowlist (Same for Denylist), I prefer to keep rules from same context (same domain, same company...) close to each others.

The workaround for now is copy ⇾ remove the rule ⇾ add it again to top to group the rules.

Adding drag button will be awesome.
