Notify Acc.Partner when DNS is inactive
If the DNS turns off then the accountability partner must be notified either via sms or email.

What counts as inactive? Lack of activity in X hours? Note that it's very trivial to use DoH on the browser to sidestep the NextDNS filtering, while still occasionally making requests from other browsers or from other apps.
