How to force DOH for mac and iphone configs

Is there a way using the CLI or apps to force DOH instead of DOT or IP? My ISP is dropping UDP packets so DOT using quic will fail often.

I can manually add the https url in resolv conf on mac, but then it resets from dhcp whenever I rejoin the network.
