Stop Picture - Photos upload....

Hello,
I was suggesting that kids can't upload pictures. On Toggle to toggle image uploading on and off. If the toggle is On, all uploaded images will be replaced with a "Black Image". In this way one could prevent young people from posting "stupid" pictures on the Internet.
