Anexia-lon down (both IPv4 and IPv6)

Anexia-lon seems to be down (both IPv4 and IPv6) and the secondary anycast seems to have fallen back to vultr-ams.

As an aside, the IPv6 detection on the diag is broken - it's using ipv6.test-ipv6.is which seems to time out, so you might want to fix that. As a suggestion, why not just test to see if you can ping ipv6.google.com or something?
