Block Screen - Unblock / Request Unblock

I would like to request the option to enable buttons on the block page that launch a URL that for admins will allow unblocking verdantly, or unblock for X hours.

For non-admins, it should bring up a form or button to allow a request to be generated that will be sent to Admins to unblock the page.
