EU-only anycast address

For one reason or another, the nextdns anycast IP gets routed to russia. (I am in Latvia, and there is an edis-rix pop, but the russian one gets picker for whatever reason)

This means that some state websites that host their own root DNS servers refuse to resolve as they block Russian traffic (most likely for ddos reasons).

It would be nice if there could be a separate anycast IP just for EU servers similar to what dns0 offers, but with the added blocklist and log functionality.
