Confused by Parental Control UI

I find this screen confusing. Are these services being blocked or allowed with the blue slider?

They are restricted during the hours set of parental controls.

  No, thats only if the clock is ticked on. I am talking about the blue sliders.

If the switch is on, access to the site should be restricted, indicated by the red bar on the left side of the row. If the clock is also selected, access to the site will be allowed during the Recreation Time window.
