Settings and Private DNS

I have a genuine worry, and question. Is there a way to block the disabling of a private DNS?? The only solution I see is blocking the settings app altogether. It's genuinely a worry of mine since it's the most easy thing to counter, and ends up not really doing that much that way. Also, I would prefer a solution I can use on my own Android, nothing that requires external devices like a computer or a router.
