Apple Profile - PayloadScope

There was some interesting discussion last year in this Github issue where there was mention of a PayloadScope: System (vs User).

The NextDNS profile generator currently outputs this:

<key>PayloadScope</key>
<string>User</string>
...

Is this something anyone has explored in relation to the NextDNS profiles for Apple devices?
