Comments in whitelist / blacklist

Whitelists and blacklists should have the option to add comments per allowed domain. This would be useful to document why some whitelisting is needed.

Often the allowed domains are something like third party ad services for streaming sites; where the domains themselves have some gibberish names. Commenting those with the name of the streaming service for example would help a lot.
