Notes for icloud? (blocked without private relay?)

Just gone into the genius bar at apple for icloud not syncing. Nextdns already disabled, but WiFi dns manually set to 9.9.9.9 (quad 9) as well. As soon as they disabled that manual dns entry, icloud started working again. Why? 

Does icloud refuse to work with custom dns resolvers? If so, I couldn't find much about this online. 

Private relay is turned off, and isn't supposed to affect this.

    I use iCloud to sync while using NextDNS.  You’re going to need to check your logs to see what’s preventing iCloud from syncing.  Quad 9 does some filtering too.
