Don't know what is using up my data limit.
So I made one, and only one, configuration for my phone and would only enable it for specific apps.
Currently my device is not configured for use, but something is still eating away aty data limit. How can I check what is doing this?

This is not a DNS problem. DNS uses insignificant amount of data.
You need a firewall app. I use AdGuard. There are other ones like Blokada, NetGuard...

I don't think you understand. I know that DNS's use negligible data, but that doesn't explain a connection that currently is not in use hitting a data cap. I don't currently have a device that should be using my DNS at all at this time. So I shouldn't have ANY traffic.
I want to know what devices are using my DNS.

Well just deleted the old configuration so hopefully that solves this for the time. It's been annoying getting emails alerting me to a service I'm not using.
