Primary DNS in Win11 not using DoH??

I set up my Win11 machine to use the Primary DNS provided by NextDNS and added the manual template for the DOH.   I did the same for Secondary DNS as well.   For the DoH server entries, I included unique device names to distinguish between them.

However, when I look at the activity logs, I can see a fair number of entries coming from the DoH on the secondary DNS, but  none are coming through the primary DoH.   All of them are showing my linked IP address.

Is there something I missed or is windows ignoring Primary DoH?
