Blocking using levels instead of simple on / off

How would you look at blocking the different categories using levels. So not just yes or no to a category, rather blocking it to an extent. Let's say we make it Strict, Intermediate, and Light mode for each.

Would be super cool if such gradation can be applied to each app and URL as well. For example, the definition of this level would block harmful content such as porn, drugs, piracy on light, then block additional stuff on intermediate (such as dating, video streaming), and even more on strict (such as social, online gaming). And that is per domain (URL, or an App).
