Windows CLI always connect to Anycast instead of nearest Ultralow Server

It always connect to anycast servers in Singapore (~30 ms) instead of 2 ultralow servers in Bangkok (~3-4 ms).

(Others DNS client on Windows (NextDNS for Windows, DNSCrypt-Proxy, Cloudflared), Android Private DNS and iOS DOH Profile have no problem with ultralow servers.)
